Job Overview:
The HR Compliance Specialist will play a key role in managing and overseeing all human resources compliance activities. This includes ensuring that the company adheres to federal, state, and local employment laws and regulations, including those specific to government contracting and the defense industry. This position will support the HR team in maintaining a workplace that is compliant with legal standards and company policies, as well as providing ongoing education and training to employees to ensure awareness of regulatory requirements.
Responsibilities
- Government Contracting Compliance: Ensure compliance with government contracting regulations and requirements, including but not limited to affirmative action plans, OFCCP compliance, and employee classification under federal regulations.
- HR Policy & Procedure Development: Assist in creating, updating, and enforcing HR policies and procedures to comply with federal, state, and local employment laws and regulations, including those specific to the defense industry (e.g., ITAR, OFCCP, and EEO regulations).
- Employment Law Compliance: Monitor and ensure compliance with laws and regulations governing labor practices, including wage and hour laws (FLSA), Equal Employment Opportunity (EEO), Family and Medical Leave Act (FMLA), Americans with Disabilities Act (ADA), and Occupational Safety and Health Administration (OSHA) requirements.
- Employee Training & Awareness: Develop and deliver training programs for managers and employees on compliance-related topics, including anti-discrimination, harassment prevention, equal opportunity, workplace safety, and benefits regulations.
- Audit & Reporting: Conduct regular audits to ensure compliance with all HR-related laws and regulations. Maintain accurate records of training, audits, employee status, and other HR compliance documentation to ensure readiness for internal or external audits.
- Risk Mitigation & Employee Relations: Advise on HR-related risk management, including investigations into complaints of workplace violations, harassment, and discrimination. Ensure compliance in all aspects of employee relations and conflict resolution processes.
- Recruitment & Hiring Practices: Ensure that recruitment, hiring, and promotion processes are compliant with all employment laws, including ensuring non-discriminatory practices and adherence to military and veteran hiring preferences.
- Compensation & Benefits Compliance: Monitor compliance with compensation practices, benefits plans, and other employee benefits regulations, including the Affordable Care Act (ACA), ERISA, and federal/state tax regulations related to employee benefits.
- Health & Safety Compliance: Ensure compliance with workplace health and safety regulations, including OSHA standards, and manage workplace injury reporting and claims as needed.
- Cross-Functional Collaboration: Work closely with other departments, including Legal, Finance, and Operations, to ensure alignment with overall compliance goals and HR initiatives.
Qualifications
- Bachelor's degree in Human Resources, Business Administration, or a related field. Professional certifications such as SHRM-CP, PHR, or other HR compliance certifications are a plus.
- 3+ years of experience in HR compliance, with knowledge of employment law, regulatory compliance, and federal contracting requirements, ideally within the defense or technology industries.
- Strong understanding of labor laws, including FLSA, FMLA, ADA, EEO, OSHA, and other relevant regulations.
- Experience with OFCCP and affirmative action plan development and maintenance.
- Knowledge of government contracting requirements, including compliance with ITAR and other defense industry regulations, is highly desirable.
- Strong attention to detail, organizational skills, and ability to manage multiple priorities in a fast-paced startup environment.
- Excellent communication skills, with the ability to provide clear and actionable guidance to employees and management.
- High level of integrity, confidentiality, and professionalism in handling sensitive HR information.
- Ability to assess risks and recommend compliance solutions to address employee-related concerns.
- Proficient with HRIS systems, compliance tracking tools, and MS Office Suite.
